Title of Position: Web Developer, KYVU IT Team

Position Summary:  

The KYVU Web Developer works with the Kentucky Virtual University (KYVU) and the Kentucky Virtual Library (KYVL) and coordinates with the Council on Postsecondary Education (CPE) to plan, develop, and implement Web-based information systems in a networked environment.  The KYVU is a student-centered, technology-based system for coordinating the online delivery of postsecondary education that meets the needs of citizens and employers across the Commonwealth.  The KYVL is a statewide electronic library created to support the KYVU and lifelong learning of citizens in the Commonwealth.  The Web Developer is responsible for defining and developing requirements by reviewing and anticipating needed enhancements to Web-based information systems and for designing and implementing systems to meet the changing needs of the virtual university and the library.  The Web Developer performs duties under the direct supervision of the KYVU Chief Information Officer.

 Principal Duties and Responsibilities:

·                 Enhance and maintain the website for the Kentucky Virtual Library (http://www.kyvl.org) in consultation with the KYVL staff.

·                 Serve as the backup to the Web Team in Marketing Division in the maintenance of all KYVU and CPE associated websites, including www.kyvu.org, www.kyvae.org, www.kyeducators.org, www.cpe.state.ky.us, etc.

·                 Serve as the applications administrator for WebCT, one of the two ( the other being ANGEL) course management systems currently used by KYVU

·                 Work with the OCLC SiteSearch/WebZ, SQL, ASP, and other appropriate software platforms in Unix and NT environments in support of KYVL applications

·                 Work with the KYVU management system integrating student information system, CMSs, and other online provider products in SQL-based NT environment

·                 Develop general design requirements based on functional requirements, knowledge of applications, and existing technical resources.

·                 Design and implement Web-based solutions to meet the requirements defined

·                 Manage the implementation and work with others in the team to coordinate efforts toward production deployment

·                 Maintain flexibility and awareness of emerging technologies and needs in KYVU/KYVL and contribute to the team effort by finding technology-based solutions as needed

·                 Additional responsibilities as assigned

Qualifications:

Education and Experience:  Baccalaureate degree and 2 years of professional experience with design, development, and deployment of database-driven websites required.  Familiarity with Web-based course management systems is preferred.

Skills:  Considerable knowledge of the following: techniques of systems analysis and design, scripting languages such as VBScript and JavaScript, server-side, cross-platform HTML embedded scripting languages such as PHP, high-level programming languages, preferably SQL, Perl, Java, ASP, and the characteristics of the platforms on which the language is being used; Working knowledge of HTML and XML coding, CSS, Flash, search engines, and other Web tools; Knowledge and experience with high-speed networks, LAN, WAN, and the Web technologies;  Working knowledge of the NT, UNIX, and Linux operating systems and Internet services such as FTP, HTTP, etc.;  Basic knowledge of metadata, e.g., Dublin Core or MARC records;  General skills in electronic and Web resources; Excellent customer service skills; Working knowledge of supporting PC hardware & software products in a networked environment; Demonstrated capacity to relate constructively to users; Organizational and problem-solving skills; Willing to work with ambiguities, a dynamic environment, and diverse groups;  Ability to work independently as well as in a team;  Strong leadership qualities;  Attention to detail
